买了新车后, 在没有拿到正式的Tag 之前, 该凭什么

去做inspection?
目前我的手上只有一张Registration card,车用的是temporary 的纸头Tag.
此外, 新车是不是不需要做Emission test? ( 出厂时该做过了, 对吗?)
