Speeding is major cause of crash. The issue is you have to drive defensively. If somebody else behaves aggressively, give him the right and leave him alone.

As traffic law, I think it depends on state. In my state, fast lane is not passing lane. In fact, more cars in left lane than in right lane. Right lane is mainly reserved far cars who are entering/leaving highway and those that are well slower than speed limit.
