收到DMVregistration fee两年多了，今天才发现一直没付这笔钱

将近3000块，主要是我们一直以为别人已经买了这辆卡车，所以没有注意。现在california franchise找上门来了，我们能想办法减少点这笔费用吗？因为其实这辆车一直是parked,但是没有注册parked。 急死了，真后悔疏忽大意，但是有没有能挽回点钱的机会呢？ 先谢谢了！
