车祸该如何处置

朋友今出车祸，高速上撞坏他人的右后BUMPER，自己车子的左前BUMPER损坏，安全气囊弹出，有焦味，但车子尚能开。保险为FULL COVERAGE，DEDUCTABLE为$500.00,人安全无恙。 请问：

1。 车速在多大的情况下发生撞击会弹出安全气囊？
2。 拖车一般为多少费用？修车大概多少费用？对方车辆和朋友的车的修车费用是都由合计起来，扣除朋友的DEDUCTABLE， 然后由朋友的保险公司支付还是如何?
3。 保费大概会上涨多少？
