for drum brake, after brake job, the distance between shoe and drum need to be adjusted manually, most likely dealer adjust it too tight, the shoe is rubbing drum all the time, after driving some distance the heat cause brake to seize. when the car towed to the dealer, the drum is cooled down, the wheel can turn again.
