My 99 CAMRY has same sympton

Only happens in rainy or cold days. Usually happens in the begining of driving. Twisting around can make it work.

Problem is that it rarely happens. No way to reproduce the behavior. I took to several places, even toyota service, they can't find the problem.

Please do let me know how u deal with it.
