It is not the witness' job to decide who is right and who is wrong. He needs to tell the story without his own opinion.

If you run the red light, V2 will hit V1(you) at the driver's door. Instead you hit him at passenger door. He cross the line when your light was yellow. That is my guess.

Now you need to go back to the intersection and tape record the traffic signal and see if the east bound turns green when north bound turns yellow. You might get a way out of it. The best solution is to pay your own repair and eliminate the ticket.

You will have a fighting chance but witness can cause trouble. BTW, the police officer has poor grammar. You can attach the report. You need talk to your insurance company and let them know the deal.
