As long as rotor surface is smooth, there is no need to resurface or change rotor. Rotor surface with deep scoring or large DTV (disc thickness variation) would cause roughness, and reduces pad life. As for brake noise, it may or may not have anything to do with rotor surface condition. Even with rotors with very smooth surface, noise may occur. Brake noise is a very complicated problem.
