I guess in this case the survival chance from a SUV is higher. The rolling tire may be bounced off/up on the front bumper.
It's well known Japanese cars don't have their beam frame as tight as Germans or USes. That's probably why the tire hit right on the victim after collapsing the beam frame. Not for sure, but fair to say better chance here for German/US cars.
