The right way to drive a standard car is to change gears at very high rev (at about 5000 rpm, right under the red zone) if you want to speed up the car the fastest, or to change gears at an appropriate rev if you want to speed up the car modestly. It all depends on you.

However, you should never drag the car while you change gears. 1500 rpm to change gears sounds too low in many cases, such as full-load with many people or on uphill.
