在dealer买了辆车,可以退吗?

dealer给了个临时registrate form,有效期半个月,因为种种原因这辆车的paper work一直没拿到,不能正式注册,买牌照.现在这个临时registrate form到期了,dealer同意将其延长几天.因为整件事情拖拖拉拉,车子也有些问题,能否退掉? 多谢大家帮忙.
