"Doing so has nothing to do with honest or integrity, just because the money paid by the insurance company is not your money, it is the insurance company's money. Therefore, you have ONLY right to protect your insurance comapny from being claimed."

Peopel should be responsible for what they have done. The punishment is a good way to remind ppl for the mistakes they made.
