For some reason, she sees herself apart from the rest of the class. The teacher has to make an effort to bring her in to make sure she is with the class in terms of progress.
She may already know the answers but feel silly to answer aloud because then she'd be part of the class.
Make sure she is not busy critiquing the answers of other students.
Tell her that the teacher wants to know her answer.
(Give her age-appropriate material about the history of this country so that she can learn and feel that she is part of it rather than an outsider, and she is as deserving as anyone else in the room. She is still young, but this kind of things is never too early.)
