is my personal opinion. In seveal cases, his score on proposals from chinese applicants was way different from other reviewers, and the chair person will need ask him to explain why. All proposal from Indian applicants obtained super great score if assigned to him. Heard similar stories from other friends as well. I just say one person one thing I personally experienced.
