Fund outflow from SPY has been 4260 millions since Oct 1

Are you surprised about the fact that amount of fund outflow from SPY has been 4260 millions since October 1, 2019? Considering the multiple new records made for SP500 index during this period, I am somewhat surprised.  One reason is that the stock index could be dominated by a few stocks with heavy weight factor in the index, which can be distorted by the market manipulators.
