The education districts like mine is funded by property taxes, $7k/pupil,downtown districts get some federal and some state fund + property tax, $10k/pupil, but you can image the downtown education quality is still much morse.
Then downtown deans went to the state lectured the legislation that the public education system was discriminating. Then the state voted to surrounder portion of the property taxes to the county and the county redistribute the fund. As such the downtown will get some fund from other districts in the same county, and other districts in the same county will lose some fund from its own property taxes so these districts has to raise tax a bit
