加州大学似乎给学生穷学金最慷慨

在US NEWS AND WORLD REPORT上可以查到各大学学生得资助的比例和金额， 有两个特点，穷学生的比例高于其他州的同等级大学，超过50%， 金额也大大超过学费-$22,135  vs $12000，  这样的数据是不是可以解释作加州的社会主义性？  其他州的较好州立给的比例小，数量也少。
