I don't think so. Most top schools limit overseas to 10%

Top schools limit overseas students to 10% of all admitted, those desperately short of money (UCxx.....) are exceptions but real top schools have 90% undergrates reserved for US citizen and green cards. People don't care foreign students applying masters that's why Columbia has huge Chinese...
