看了文章後有疑問，沒怎麼看明白

文章說：“The scores under question are for Chinese test takers who tested outside of China (not Hong Kong) and NOT for those taken at the international schools in China,” Ewing said in an email.

這樣看來，除去香港考場，以及國內國際學校考場的考生（其實這部分人不是中國籍考生），那其餘中國籍到海外其他考場的考生有嫌疑，這作弊如果又與國外考場無關，那又是怎麼個mass cheating法呢？
我一直以為大部份中國籍考生是去香港考場，如果這部分人沒問題，那不好說這與國內SAT考試的培訓有關係。
還真是看不明白。
