这种老师是不是烂老师？

我孩子五年级，今年换了个老师，每次test都让学生开卷考，考不好还可以考第二次。

这个老师比起去年那个差多了，学生都说他boring，这个还是gift 班。

我们在加州，这样开卷考，以后怎么考star test?  还是不用考了？
