Grandparents from mainland China don't qualify.  They need to be US citizens to qulify to be your dependents.  If you want to cheat, you may be able to get tax ID numbers (TINs.  I doubt you can get SSN for them) for them and calim them as dependents.  But since more and more records become digital and it becomes easier and easier for IRS to find out the fraud.  It also has residential requirements like more than 183 days or be in th US on December 31st.  So short answer is NO.  But the most prestigious colleges will consider them as your dependents and cut you a snack.
