how to find a good English writing tutor high school student

Please give some suggestions or advices to find a

good English writing tutor (one in one) for high school student

Chinese after school recommened  someone but too expensive $130/2 hours

I find tutor by google which is less than that in my place.

Do you think need backgroud check ,where to study,recommend letter.......
