Brian Gardner, an analyst with Keefe, Bruyette & Woods, said it would be problematic for the markets if the House passed a bill “and then returns home to essentially leave the Senate with a ‘take it or leave it’ choice.”

Gardner said it’s possible that the standoff over the debt ceiling and reopening the government may not be resolved before Thursday, when Treasury says borrowing power expires."
