there are top people

that are born here. No doubt. The problem is that they do not have enough. Current education system only produce some really "top ones". The reason I use "  " is because if the competetion is fair, many more asian students will get into top Univ. That few top ones have natural advantages over immigrants on culture, politics, language, etc., and so it is easier for them to climb further. That does not mean they are better than top ones from other countries.  The average education level for the US is very bad. w/o immigrants, it will collaspe very quickly.
