Never heard IRA is treated as savings since IRA is parents' security for retirement and not considered as income readily accessable though you can borrow some for college expenses. Even it's treated as savings, unless you have millions of cash, it barely affects your EFC unless it's under kid's name. I wouldn;t worry about cash too much.
