sports/other classes would help her to make friends. It is hard for her to make friends by herself at playground at this age. For example, soccers at this age are pretty safe, as long as you can run. Little gym clsses help playground activities too.

If you volenteer, you know other parents/kids, arrange one-to-one play dates. She would be more comfortable to paly at own home.
