if you foster a kitten, introduce them to each other gradually, you get a chance to test how River will adapt to having a playmate.  If it works out well, you can pay the fees and formally adopt the kitten. If River won't accept a new cat, then you have the option of returning the forstered kitten to the shelter without causing too much trauma to the kitten.
