Correct me if I am wrong. Isn't "藏南" the southern extension of

How confident are you on the notion that "藏南" worths nothing?  Don't major rivers flow through the region & the owner of the region controls those forest/hydro sources over downstream neighbours?  Are you sure that India has no interest in "西藏" once they secure "藏南" area?    

By the way, every piece of non-arid land on Earth has its value.  What does the Earth lack today?  Forests and drinking water.
