What a wild idea. Here is my wild explanation for entertaining..

Actually you don't want the bumper to be too elastic. Imagine two identical cars hit each other from opposite direction at 70 miles per hour. Assuming totally elastic collosion, they will be launched back at 70 miles per hour.

Have you ever driven a car backwards at 70 miles per hour. Your car will almost surely flip and roll, which is more dangaerous than hit and stop.
