My 2 cents:

Send her to group lesson for at least 1 section (6 weeks, once a week) and bring her to public skating rink to practice.

My son (started at 5 years old) with only 4 lessons (many cancellations for outdoor lessons) joint hockey league, mad at first couple of times. Amazingly, 4 months later he can skate like a pro.

My daughter (started at 4.5 years old) with 2 sessions (12 lessons), still not very good. This year she will play hockey as well and I believe she will be like a pro soon.
