研究小组把各国初中3年级学生的数学能力分为“基础、熟练、高级”三个阶段，并对其中熟练阶段以上的学生比率进行了调查。在美国该比率为32%，在65个国家和地区中排在第32位。中国和中国香港分别位居第一和第三，新加坡位居第二。韩国(58%)位列第四。
