I don't know the procedures but maybe you can go to small claims court. Especially you have police and hospital report. Don't let it go so easily. They should have a school board. Go to a school board meeting. Tell them what happened and how the female administrator threatened your son. Insist on the other boy and administrator being punished and ask for apologies, ER fees, and other compensations. My first son was hit by a preschool teacher when he was in China just because he couldn't sleep at nap time and wanted to use the bathroom. He was only 3 or 4 years old and dared not tell me what happened to his face. I kept asking him many times to get the truth. I wanted to talk to the preschool but my hu*****and insisted if I went, the teacher would be even meaner to my son.  But until today I feel so mad at myself for tolerating this to happen. My son doesn't have too much confidence in him and holds his feelings inside him even he is in college now. All these years I keep on thinking there is something to do with that preschool teacher. So don't leave regret for the future. Fight for him.
