Never heard and can not image that Yale has minimum requirement on TOEFL.  I think she can apply.  If she doesn't apply then her chance is zero.  If she applies, her chance is always greater than zero.  You never know if she has something shining that admission officer really appreciates.  Nobody has the confidence that Yale will take him/her. HYP are reach schools for everybody.

International students are on different track.  They do have quota for international students though it varies from year to year.  It's usually thought that it's tougher for international students to get in.  Also remember that many admitted are the kids of parents who studied/worked in the States and the kids have experience in the States.  Yale has longest traditional ties with China and is very friendly to China.
