I am not sure about this point.  First, dall airplanes can not only take off when it has wind, especially in war time. Based on my observation, the speed at the time when an passenger airplane leaves ground is roughtly about 300 mph.  On a common day, wind speed is probably 5 mph.  The contribution of the wind force at such low speed is very insignificant.  I also read that the cariier has to move at it full speed when the airplanes take off.  Again, the max speed of carrier is only about 30 mph. The difference to the take-off speed is again not very large.
