Your entire post is well written and explains the circumstances clearly, except for this critical point. Did your dog attack or maul the other dog or the owner? If so, I think you probably should comply with the HOA notice. If not, and if nothing like that ever happened before, then maybe you can ask HOA to show you the complaint letters or at least the dates of prior incidents that they seem to be referring to. Although honestly, just by reading your post, you seem to really love your dog to the point of being oblivious to how other people may perceive the situation.

The worst part is that the owner spoke of the dog in a similar way as you do, or maybe one step further -- Even though his dog bit someone, apparently his dog could still do no wrong and that everyone was over reacting. I really did not appreciate it.
