在他人房前人行道的冰上滑倒受伤

老人散步时在他人房前人行道的冰上滑倒，手腕骨折。在ER时，翻译提醒说可以向房主索赔。我的想法是如果房主有意外保险（umbrella insurance），我可以试一下。可是和保险公司打交道，怎么样才能提高索赔的机率呢？当时没有旁观的证人，老人自己慢慢走回家的。有任何方法索赔吗？
