At this time, don't worry about your company structure, do it as a sole proprietary business.  Google the term if you don't know what it means.

A website alone won't help your advertisement, with millions of websites online, how do you want your target customers find your website?

If you are thinking about this business, which is a good idea by the way as more and more Chinese students are coming to the U.S. to study, you must already have some good channels to reach those target customers, don't you?  Start from there, and let the word of mouth help your small business first.

In short, don't worry any of your questions for now, just do it.  Once you have done 100 cases, start thinking about these questions.
