I think the waitlist is for yield control not AR.

The final admission rate will take the off waitlist into account.

Basically, a school could use waitlist to control yield because they could make sure the student will be coming before they take the student off wait list.

But teh overal admission rate will take the total number of admission offers, including those from the waitlist, into calculation.
