It is not only for catching the Jap's fishing boats. It shows a hint to Japs that if they dare to take military actions, they are in a disadvantage point.

Japs can invade China because we are always divided in some ways. Providing port for mainland coast guard ships shows an unified front in dealing with Diaoyu Islands. Both sides were doing something separately before.
