Some rotors just like a circular plate (with 5 holes to allow the wheel tread go through) which is coupled with the wheel mounting unit with bolts while you mount the wheel. These type of rotor should be easy to take off. If not, you can use a rubber mallet to tap it loose.
Another type of rotor is a part of wheel mounting unit which is directly mounted to the axle with ball bearing. This type is more likely to be stucked with the axle. To loose it, you need to remove the bearing nuts, and then loosen it by using a special tool whick is attached to the wheel mounting tread with nuts, but a center moving hammer allows you to yank it outwards. If you need it, check the Autozoon to see if you can loan one for free.
Good luck.
Rotors could mounted differently.

This is regular pop-up rotor, but still is hard to take off.

For a regular pop-up rotor, just hit it hard with mallet.
