Honestly, I never heard 散光 (astigmatism) goes to 400度. Astigmatism should be different for different eyes too. Are you sure you did not misread? Here is a website talks about glasses prescription,

You should go to see an ophthalmologist (not optometrists). If 2nd doctor has the same conclusion, ask about physical therapy for eyes; or what else you can do about it. The younger a patient is, the more helpful physical therapy is.
Don't feel too bad about yourself. You have no control of it. (BTW, if it is genetic, it could come from father too.) I've been wearing glasses all my life. Not too big a deal -- at least, I don't think my glasses really affect my life. (My personality does.)
