You need to turn on the Chinese support in Windows.

It might ask you for a CD to install.
Could you read Chinese here? If you do, then you should have installed the Chinese support.

You need to turn on the Traditional Chinese input methods.
Other than that, you should be able to use Word, or whatever to use Traditional Chinese.

You need to tell people what software you need to use the Traditional Chinese....:-)
