My son is 3 years old too. He also has most of the symptoms. He has speech delay as well. He is also shy and does not social much with other kids.
I think it is too early to say your son is autism. He does not speak until 2-- a lot of kids also do that. I think changing environment and bilingual has something to do with his behavior now. From 2 years to 3 years, that is the most important one year for your son at the language development, he could be simply confused. I does not say you do not have to intervene, but I think he will pick up soon.
