vote, like NJ did recently. However, it has to wait for all the states pass the law to put it in practice. Indeed, delegate system essentially doesn't respect all voter, it started long time ago, it might make sense under circumstance in those days, but it seems out of date. Politicans are using all the approaches to play their interest, like how to congression district, In TX, CA they fight all the time.
