Do Tibetan have right of free religion? Have you heard it from any Tibetan? They got arrested by demonstration. That's whole point of their demonstration. Did they ask for the privilage they have over Han at the expense of giving up the right of free speech and free religion? No! They didn't!
The problem is that there so many people here talking Tibetan should and should not do this and that. How many of us ever heard anything from a Tibetan? No. We even hardly know their culture. That I think is the fundamental problem most western people have right now.
