Due to the important geological and religious nature of Pakistan, if we decide to "make friends" in Pakistan by moving PLA elements to settle there, then it would mean we support the Pakistan government and is against all terrorists that are against Pakistan and PRC government there. Thus, we CANNOT lose this as it will trigger more problems in XinJiang and Tibet if we lost in Pak physically or symbolically.
Once we officially make this alignment, we must immediately estabilish good local ties with Pakistani tribes. As we all know, many terrorists havel links to these tribes. We must also become a mediator (not a tool to wipe them out on behalf of the Pak government) between major terrorists factions and the Pak government before the movement of PLA, otherwise it will be easy for unstable Islamic elements to paint this move as "heathers moving into a holy land of Islam" and whip another Holy War. But we must also watch the movements of East Turkenmistan, Uigher, and perhaps Tibetan terrorists that might concentrate on PLA in Pak. And not including possible western spies that may actively trying to make PLA presence in Pak a lightning rod for Islamic terrorists in an effort to bog down PRC's rise and image while taken some pressures off of them in Aghanistan.
In summary, it is not a task that can be taken lightly because of the complexity in culture, religion, geo-politics, and logistics. There are many realistic things that are needed to consider and prepare. But once the decision to go in is made, there is no backing out as the consequence of it would be dire enough to stall PRC's rise.
