The suggestion only invites trouble for itself. Not many country will use a third world country as a base to research weapons, let alone hi-tech weapons. India lacks the broad experties required for weapon research, the infrastures to allow mass production. It also ranks up there with PRC for intellectual piracies.
European helis and jet fighters was made together because these are EU projects. Take a look at the US, EU, etc joint research in JSF. How much techs did EU really get from this joint research? All they got was substandard JSF techs from US. That's what will happen to India because it is in a very weak position in these joint weapon researches. Even Russia only want India's money, not their research or manufacture ability, to help develop their 5th generation fighter.
