If your babysitter does not have insurance, does she have license?

Also 托儿所 means daycare or homecare, in which you send your baby regularly. They should have license. If they don't, it is a violation of law.

However, babysitter is a different situation. They are the people take care of your baby in short period of time. For example a night or a couple of hours. These people can be your neighbors ect. No license is required.

Also, whether your baby is in daycare, or with babysitter, she should not sleep in a carseat unless she was in a car. I assume she was in the babysitter's home or daycare center. And she did not check her for at least a hour. (Otherwise, she would know she is dead) It is a negligence to the least.
