1. He is Indian or not has nothing to do with this case.
2. Different state has different law regarding the deposit. Generally, there will be a 15 days to 30 days period allowed before returning the deposit with detailed expenses.
3. Cleaning cost and repair cost has different state law to regulate.

You need check XXX state landlord tenant law to get a brief idea. Read report or bills before making final judgment.

I agree with you that is not looking good at all.
