房子出问题, 请教?

已往三年, 突然town来帐单 5000+ of sewer betterment fee, 以前 signed P&S with seller : seller to pay off sewer betterment at closing.
closing 时, town 只出具一 balance of 5000的账单. 刚才问Town, town 说, 工程项目没有结束前, 法律规定只能出具50 % 的帐单. 但是三年前的帐单也没有注明是50%.

拿出以前的 appraisal, 上面有以下的话

The subject has a public water supply provided by the municipality. Seller to pay off remaining betterment charges of
approximately $9,000 at closing, per the broker.

所以, 当时的seller and broker 都知道整个的工程项目要 $10000.

我们该怎么办?
